Tandem bicycles have historically faced restrictions in Japan due to prefectural regulations interpreting national traffic laws, which state “one person per seat” but don’t explicitly ban tandems. However, many prefectures have relaxed these restrictions over time:
By 2023, Tokyo became the last major area to lift its ban on tandem bicycles, making them street-legal across Japan where local rules allow.
Aichi Prefecture legalized tandems in 2015, the first in the Tokai region.
There’s no evidence suggesting Kochi Prefecture has reintroduced a ban on tandem bikes. Given the trend of legalization (e.g., Aichi in 2015, Tokyo in 2023), it’s unlikely Kochi would reverse this without significant public notice.
