滋賀県高島市マキノ町の景勝地「海津大崎」の湖岸道路にある5つのトンネル群です。
昭和11年（1936年）に完成し危険な道のりだった湖北と高島を結ぶ重要な役割を担いました。
自然景観に配慮して造られた石積みの坑門（ポータル）が美しく近代土木遺産として知られています。
現在は「日本のさくら名所100選」に選ばれた桜並木とともに風光明媚なドライブ・サイクリングコースとして親しまれています。
